There's a new tone in the show. The atonement of guilt from a label given to Oliver Queen by his best friend, who is now dead.
This new tone looks like a fascinating new take on the story being told in this CW network show. And don't forget, this season of Arrow, we'll be seeing the introduction of a new character, The Flash, which if accepted by fans, will spinoff into a new Flash series on The CW.
And don't forget the rumors that we might just be seeing various characters of the Justice League passing through the stories of Arrow this season.

Quick Recap of Arrow's "City of Heroes"
A new group of deadly vigilante "Hoods" have tried to take the city back from all the corrupt or failing people, by outright killing them. Going way overboard in their methods with their violence. That, and they all lost someone in the collapse of The Glades.

Oliver returns to the city and there's a lot waiting for him there.
Laurel:
Laurel and Oliver don't believe they can ever be together again, but Laurel is on a bent to bring the Hood to justice, since Tommy "died in a cross fire between two archers."
Oooh, boy.

Oliver's mom is in jail for her part in the city crushing bomb and her associations with Tommy's dad. Oliver has taken it very hard that Tommy, when he discovered he was "The Hood," called him a murderer.
And while he was gone, his sister, Thea (Willa Holland), took over the club. And Roy (Colton Haynes) is acting out and kicking bad guy's butts on the streets in his "Red Hood"ed sweatshirt.

Oliver is reluctant to take up the mantle of "the Hood," but then his sister is abducted by the Hoods when they attack her club. Forcing his hand. In his absence, Felicity made some improvements to his "Arrow cave," with all kinds of gadgetry.
But this time around, Oliver is going to try something new and not kill the bad guys. His guilt from Tommy won't allow it, and he is hell bent on honoring Tommy with his new approach.

Oh, and Summer Glau is playing Isabel Rochev, an aggressive industrial competitor who is trying to take over Queen Consolidated. But she failed, but is now an equal partner with Oliver. In the comics, this character has been called 'The Queen.' We'll see how the character pans out in the series.

The best part this second season premiere was the closing scenes.
Roy is looking to take out a few street thugs when a white-haired woman... is that China White or someone else?
Oliver no longer wants to called The Hood, and while saying that, he's looking at a green arrow head. And that was pretty exciting. Something I didn't see coming.
